A 'wijk' is an officially recognized part of a (part of a) city with or without administrative functions and institutions. A 'buurt' usually is a part of a 'wijk', although some 'buurten' are seen as 'wijken'.
A 'buurt' usually forms a (perceived) unit because of shared amenities and thematic street naming.
Depending on the size of a city, a town, a village or a hamlet there are 3, 2, 1 or no levels in the (official) subdivision.
If we take New York as an example,
you can see:
1. Stadsdeel (litt: city part) - borough
e.g. Manhattan
2. wijk - (part of) borough
e.g. Lower Manhattan
3. buurt - neigborhood/district
e.g. China Town, Little Italy
Again, this subdivision is not set in stone, and some translate 'borough' as 'wijk', while others as 'stadsdeel'. Some may make more subdivisions, due to historical, social or other differences.
In the Netherlands, although the largest cities in practice consist of 'stadsdelen', 'wijken' en 'buurten', the different administrative levels
(national government, provinces, municipalities) use a different subdivision and naming.
So on a higher level a 'stadsdeel' can be called a 'wijk' (like in Rotterdam for example), while still recognizing the fact that certain 'buurten' and 'wijken' belong together and form a larger unit, whereas in Amsterdam the 'stadsdelen' form an officially recognized administrative level.
