In the game: Tom.Clancys.Splinter.Cell.Chaos.Theory.USA.XBOX-ZTM.rar
It's not the file "default.xbe" not sure if that it's a bug or not, but for example you can convert the game to XISO because that file it's not present.
To Fix that I extract the default.xbe from the game in the the romset:
