David Cerva, CLU, ChFC

President / CEO

David started in the life insurance business in 1974. During this time, he was a life and qualifying member of the Million Dollar Roundtable and a Top of the Table member. He earned the CLU and ChFC Designation from the American College and served as the President of the Utah Chapter of CLU and ChFC’s. 

In 1982 David founded Cerva, Browning, Quinn & Company and in 1993 expanded into providing group benefits for their clients. Providing the best level of personal service has always been the trademark of CBQ & Co. We work to integrate technology with optimal creativity in benefit design to provide the best service to our clients. Building personal relationships is our goal for our clients.

Agent

Scott is an experienced and trusted employee benefits professional for small businesses. A personal touch is his key to success in this vast world of complex insurance offerings. Scott specializes in removing frustrations from his clients.

When he is away from the office, there is nowhere he would rather be than spending time with his wife and children. He has also found that there aren’t many stresses in life that a good long pedal on a mountain bike can’t fix!

Heather Donbrosky

Cobra Specialist & Compliance Director

Heather joined CBQ & Co. in January 2009 as an administrative assistant for two of our brokers. Her prior experience as an escrow officer proved beneficial as she learned the broker component of the group insurance industry. After obtaining her COBRA Third-Party Administrator Certification, Heather studied and passed the Utah Life and Health Insurance License Exam to better equip herself with an enhanced understanding and a better capacity to be of greater service to CBQ and our clients.  After her husband received a job promotion in the fall of 2011 that required relocating to Oregon, Heather gratefully accepted CBQ’s offer to continue working remotely as a COBRA Administrator. In 2018, following their family’s move to Virginia, she acquired the role of compliance director in addition to managing all COBRA-related matters.

 

In 2019, Heather achieved her dream of graduating with a bachelor’s degree in history and continues to love reading and studying just about everything related to American History. She also enjoys visiting historical sights, writing, decorating, and spending time with her husband and children.

Diane Larsen

Claims Specialist

Diane is a native of Salt Lake City, Utah.  She holds a bachelor’s degree in Business Management from the University of Utah.  Employing her business education and leadership skills, Diane worked for many years in banking as the institution’s companywide Checking Department Manager.  In 2007, Diane joined Cerva, Browning Quinn Co as Claims Resolution Specialist.  She has years of experience acting as a liaison between insurance, provider, and individual member to resolve claim issues.  Diane truly enjoys assisting CBQ clients with their dental, vision, and medical claim needs.

Suzanne Naylor

Accounting

Suzanne Naylor joined ISU-CBQ as the accounting manager for the Property & Casualty side of the business in July 2013.  She was new to the insurance industry coming from 30 years of experience in the Property Management business.  In 2009 she started her own accounting business to provide services to clients and brought her knowledge of accounting to this position.  She soon was given other duties including commissions for the benefits side and payroll for the entire company.  In 2017 she took over the day-to-day accounting for CBQ including the new department of Telemedicine.

Kaddyne Lloyd

Account Manager

Kaddyne joined the CBQ&CO Team in April 2019 as an Account Manager. Her previous experience in Fraud has helped CBQ keep client information secure and HIPAA compliant. Kaddyne is originally from Brazil, and fluent in both Portuguese & Spanish. She enjoys spending time with her family and traveling. Her favorite holiday is Halloween. Kaddyne is currently getting her degree in Social Media Marketing at BYU Idaho.
